Scientists 'mind meld' two rats

NEW YORK (Reuters) - The scientists call it a "brain link," and it is the closest anyone has gotten to a real-life "mind meld": the thoughts of a rat romping around a lab in Brazil were captured by electronic sensors and sent via Internet to the brain of a rat in the United States.

The result: the second rat received the thoughts of the first, mimicking its behavior, researchers reported on Thursday in Scientific Reports, a journal of the Nature Publishing Group.

Adding to its science-fiction feel, the advance in direct brain-to-brain communication could lay the foundation for what Duke University Medical Center neurobiologist Miguel Nicolelis, who led the research, calls an "organic computer" in which multiple brains are linked to solve problems solo brains can't.

If that sounds like an ethical minefield, several experts think so too, especially since Nicolelis is now working on brain-to-brain communication between monkeys.

"Having non-human primates communicate brain-to-brain raises all sorts of ethical concerns," said one neuroscientist, who studies how brains handle motor and sensory information, but who asked not to be named. "Reading about putting things in animals' brains and changing what they do, people rightly get nervous," envisioning battalions of animal soldiers - or even human soldiers - whose brains are remotely controlled by others.

That could make drone warfare seem as advanced as muskets.

Nicolelis's lab received $26 million from the Pentagon's Defense Advanced Research Projects Agency (DARPA) for work on brain-machine interfaces, as this field is called.

The linked rat brains in the study built on 15 years of research in brain-machine interfaces. These interfaces take electrical signals generated from the brains of severely-paralyzed people and translate them into commands that move a mechanical arm, a computer cursor or even the patient's own arm.

Such work led Nicolelis to ask, can one brain decode the electrical signals generated by another?

The answer - at least for rats - was yes.

CODED SIGNALS

In one experiment, the Duke researchers trained rats destined to be message senders, or encoders, to press a lever when a red light above them turned on. Doing so earned the animals a sip of water. Rats intended to be message receivers, or decoders, were trained to press a lever when the scientists electrically stimulated their brains via implants.

The scientists next connected the rats' brains directly, inserting microelectrodes roughly one-hundredth the width of a human hair. Now when an encoding rat saw the red light and pressed the lever, its brain activity sped directly into the brains of seven decoder rats.

The decoders did not see a red light. Nevertheless, they usually pressed the correct lever and earned their after-work libation. The encoder rats got the same treat, reaping the rewards of their partners' success.

The encoder rat did not get that reward if a decoder rat goofed. In that case, the encoder rat, apparently realizing what had happened, seemed to concentrate harder on its task: it decided more quickly to choose the correct lever and quashed extraneous thoughts so as not to muddy the signal with, perhaps, daydreams about escaping the lab or pressing the wrong lever.

As a result, the signal got louder and sharper, and the decoder rats made fewer mistakes.

"The encoder basically changed its brain function to make the signal cleaner and easier for its partner to get it right," Nicolelis said.

Videos of the experiments are available at www.nicolelislab.net, and the paper is at http://dx.doi.org/10.1038/srep01319

The researchers also trained pairs of rats to distinguish a narrow opening from a wide one using their whiskers. The animals learned to poke a water port on the left side of the chamber with their nose if they sensed a narrow opening, and a port on the right if they sensed a wide opening.

As with the lever press, when the brain waves that signified "narrow door" traveled from the encoder rat to the decoder rat, the latter usually poked the correct port.

In these experiments, the rats were in Nicolelis's lab at Duke and their brains were connected by long, thin wires. To show the reach of brain waves, the scientists re-ran the experiments with encoder rats in Natal, Brazil, and decoder rats at Duke. The brain signals traveled over the Internet. But even with the resulting noise, the mind melds usually succeeded.

'COMPLETE FANTASY'

Some other researchers were not impressed. For one thing, the Internet aspect is not novel: in a previous study, electrical activity in the brain of a monkey at Duke was sent via the Internet and controlled a robot arm in Japan.

Neurobiologist Andrew Schwartz of the University of Pittsburgh, a leader in the field of brain-computer interactions, said that "from a scientific/engineering point of view, this is of limited interest." Brain-machine interfaces "have moved far beyond this."

"It's cool that the stimulus came from another brain" rather than an electrical device, agreed bioengineer Douglas Weber of Pittsburgh. But "many labs have shown that animals can detect electrical stimuli delivered to the brain. This paper simply shows that the animals can detect electrical stimuli... from another rat's brain. There is nothing unexpected or surprising."

The Duke team sees the study as a step toward what lead author Miguel Pais-Vieira calls "a workable network of animal brains." They are currently trying to link four rats' brains and (separately) two monkeys' brains, each in what Nicolelis calls a "brain-net."

"Wiring brains together to accomplish something useful strikes me as a fantasy," said neuroscientist Lee Miller of the Feinberg School of Medicine at Northwestern University, whose brain-machine research is intended to help paralyzed patients move.

Asked how likely it is that one day human brains would be linked, Nicolelis said: "I wouldn't mind if, 100 years from now, people say two rats started human brain nets."

NFL Combine Live: Lane Johnson Runs 4.75 Unofficial 40-Yard Dash at 303 Pounds, Luke Joeckel Timed at 5.22

Luke Joeckel12:25 p.m.:?The official times are in and Terron Armstead still leads the way. Though he was unofficially clocked at 4.65, his official time is 4.71. Lane Johnson actually improved his time once it became official. His initial time was 4.74 and it boosted up to 4.72.

11:40 a.m.:?Lane Johnson?s second 40 matched his first at 4.75, but he improved his 10-yard split to 1.61. That?s the best of the day, and it?s significant, because that?s usually all an offensive lineman would ever be asked to run at full speed.

11:28 a.m.:?The guard that Mike Mayock is touting as the best player in the draft, Chance Warmack, ran a 5.55 40-yard dash with a 1.85 10-yard split. That time is a little disappointing, but overall it shouldn?t matter.

Menelik Watson was supposed to light up the 40, but turned in an only respectable 5.25.

11:18 a.m.:?These incredible 40 times for linemen just keep coming in now. Vinston Painter of Virginia Tech just ran a 4.87. He looked to have a lot of room to bulk up. His build looked more like a linebacker than an offensive lineman.

11:15 a.m.:?Kyle Long, Howie?s son and Chris? brother was timed at 4.93. That?s three 300-plus pound offensive linemen that have been timed under five seconds now ? Long, Lane Johnson and Terron Armstead.

Of course, these are unofficial times and the official electronic times usually come in a few ticks slower.

11:08 a.m.:?Tanner Hawkinson out of Kansas came this close?to being the second offensive lineman to run a sub-5 40. He ran a 5.00 flat 40.

Mark Jackson of Glenville State ran the slowest so far at 5.63.

Potential No. 1 overall pick Luke Joeckel just ran a 5.22. he may improve on that in his second heat.

Lane Johnson, the former quarterback and tight end just ran a 4.75 at 303 pounds. Wow.

10:50 a.m.:?South Carolina running back Marcus Lattimore is progressing from his knee injury incredibly well. He told Gil Brandt of NFL.com that he?ll begin running on Monday.

10:10 a.m.:?The linemen are going through their positional drills now and Jonathan Cooper is flashing, which is no surprise. Cooper is even higher than Alabama guard Chance Warmack on some draft boards.

Eric Fisher has been impressive, and Mike Mayock says he?s just as good as Luke Joeckel (which this NESN.com writer disagrees with).

Travis Frederick didn?t run the best 40 time (he actually ran the worst), but he?s looked much better in lineman drills.

Alabama tackle/guard D.J. Fluker is supposedly a first-round prospect, but his footwork still needs a lot of work. His future may be at guard since he has trouble kicking out against faster defensive linemen.

9:45 a.m.: It all reality, an offensive lineman won?t be asked to run 40 yards down the field (unless you?re Dan Connolly on a kick return), but a 40-yard dash does show off athleticism. The more important figure for offensive linemen are 10-yard splits. That?s the first 10 yards of a 40.

Armstead leads the way with a 1.64 10-yard split, followed by UCLA OT Jeff Baca with a 1.68. Eric Fisher?s 1.70 and Jonathan Cooper?s 1.73 look good as well. BYU OT Braden Brown and Arkansas OG Alvin Bailey finish out the top 10-yard splits with 1.74?s.

9:34 a.m.:?Terron Armstead?s second 40 time wasn?t quite as impressive, but a 4.71 at 306 pounds is still freakish athleticism.

FSU kicker Dustin Hopkins ran a 4.69 on his second 40, which is pretty insane for a kicker. You?ll rarely see a sub-5 40 for a kicker.

Jonathan Cooper ran a 5.25 on his second attempt. He?ll impress at the 3-cone drill today.

9:23 a.m.:?Terron Armstead turned in the fastest time at 4.65 unofficially and Wisconsin center Travis Frederick just ran the slowest at 5.60. His impressive beard may have been slowing him down.

9:17 a.m.:?Jonathan Cooper wasn?t able to get under five seconds on his 40, but a 5.13 is a great time for a 312-pound guard.

First-round prospect Eric Fisher just impressed with a 5.07.

9:08 a.m.:?The combine speed drills just started off with a bang. Terron Armstead of Arkansas-Pine Bluff ran an unofficial 4.65 unofficial 40-yard dash at over 300 pounds. That would set a combine record for an offensive lineman.

Arkansas punter Dylan Breeding kicked off the event with a 4.75 40 and Florida State kicker Dustin Hopkins ran a 4.81. It?s rare for special teamers to run sub-5 40s.

Virginia tackle Oday Absoushi disappointed with a 5.44 and Colorado offensive tackle David Bakhtiari, who met with the Patriots, looked smooth with a 5.01.

8 a.m. ET: The NFL scouting combine is officially upon us, and you know what that means: draft season has officially begun. The offensive linemen and tight ends will be out on display, and this is a great class for both positions.

Among the offensive linemen, Oklahoma offensive tackle Lane Johnson is supposed to test the best. He?s a former quarterback and tight end prospect who could run a 40-yard dash as low as 4.7. That would be an incredible figure for a player who?s over 6-foot-6 and 300 pounds.

UNC?s Jonathan Cooper is expected to be the most athletic guard in Indianapolis on Saturday. He?s among the best pulling guards the draft has ever seen. His speed and agility should test out very well. Some other names to watch are Alabama?s Chance Warmack, BYU?s Braden Brown, Texas A&M?s Luke Joeckel and Florida State?s Menekik Watson.

At tight end, San Diego State?s Gavin Escobar, Stanford?s Zach Ertz and Notre Dame?s Tyler Eifert are players to watch. Those are the top three players in the class and should all test out well in speed and agility drills. Some more under the radar players are Florida?s Jordan Reed, who is looked at as an Aaron Hernandez clone, and Rice?s Vance McDonald.

Stay here for the news and analysis coming out of Day 3 of the combine. We?ll send out the best 40 times, most impressive performances and all the biggest news.

Michigan Credit Union League: Michael Vorce lawsuit stories add insult to injury (Guest column)

David Adams is chief executive officer of the Michigan Credit Union League & Affiliates.

By David Adams

If a convicted murderer or rapist sued the family of his victim, would the Grand Rapids Press publish the story and add embarrassing insult to injury by shaming the loved ones of the victim of a brutal crime?

This might seem outside the realm of possibility for a venerable and trusted news organization. And yet, in the world of serious, non-violent crime, this is exactly what your paper did in its story on Feb.13, "Michael Vorce sues, says Lake Michigan Credit Union shares blame in his $27 million scheme."

Michael Vorce is a convicted criminal who is serving time for stealing money from 9 banks, among them, one of Grand Rapids' largest, strongest and most trusted credit unions, Lake Michigan Credit Union.

The credit union and its members, officers and directors were the victims of the crime which occurred. The $3.4 million stolen by Mr. Vorce from the credit union would have otherwise been invested in the community in the form of small business loans or consumer loans for college education, home improvements or car loans.

And the paper didn't even try to get the numbers right. The credit union's share of this elaborate fraud scheme was only $3.4 million, not the $27 million shared by the other banks who were likewise victimized.

RELATED: Michael Vorce lawsuit against credit union is frivolous, should be tossed, magistrate says

And yet, the criminal, according to your story, says that the credit union and its employees share the blame for his theft. Remarkable! Is that so different from a rapist saying that his victim was just asking for it? And would your paper print such diatribe from a perpetrator of a crime without regard for the victims?

This kind of sensationalized reporting is clearly only focused on trying to entertain readers as opposed to showing any sensitivity for the victims of serious crimes.

As expected, this frivolous and baseless lawsuit is on track to be tossed out of the legal system. On Thursday, Feb. 21, Magistrate Judge Scoville issued an 8-page report and recommendation in which he finds that ?First and most fundamentally, the plaintiff lacks standing to assert the claims set forth in the complaint,? and that the complaint suffers from ?numerous, fatal defects.?

The magistrate has recommended that the suit be dismissed. This comes as no surprise, yet again begs the question why your publication would rush to cover such nonsense.

While the volunteer board members and employees of this not-for-profit credit union may not be victims of a violent crime like murder or rape, they still feel the emotional pain not only from the loss of funds on their watch, at no fault of their own, but they feel the distress created by this frivolous lawsuit that you chose to publicize in your paper. You owe the credit union and its officials an apology.

RELATED: Grand Rapids guest column archive

But I am not worried about the reputation of Lake Michigan Credit Union. Its loyal members know what the credit union stands for. This credit union was lending to families and small businesses during the depth of the recent recession when other banks were financially crippled and unable to lend.

This credit union has stayed solid as a rock in the communities it serves while other big banks have left for greener economic pastures.

I am not worried about the reputation of the credit union. I worry about the future of the Grand Rapids Press and other newspapers that fail to take responsibility for such reckless journalism and that this lack of journalistic integrity might spread to victims of other crimes, whether violent or not.

The paper owes its readers an apology, along with a commitment to protect the innocent by not giving a forum to the vindictive voice of the guilty.

Cheaper fuel slows Canada inflation

Canadian consumer prices rose 0.5 per cent in the 12 months to January, as cheaper petrol kept downward pressure on inflation, the government statistics agency says.

The price of food purchased from stores, notably meat, eased in the month.

Rent and homeowners' replacement costs were up, while mortgage interest costs decreased, Statistics Canada said on Friday.

In addition to a year-over-year price decrease in petrol, the cost of purchasing a passenger vehicle dropped, it said.

Clothing and footwear prices also fell.

Up to 10 inches of snow could hit New England

People across the Midwest are digging out from the snow after a big storm passed through, resulting in difficult commutes and school closures. NBC's John Yang reports.

By Ian Johnston, Staff Writer, NBC News

Parts of New England were expected to be hit by heavy snowfalls that could down tree limbs and cause power outages late Saturday into Sunday, forecasters warned.

The National Weather Service??issued a winter storm watch?at about 10 p.m. ET Friday for southern New Hampshire, northern Rhode Island, and much of central, northern and eastern Massachusetts, including Boston.

It said the area could be hit by up to 8 inches of snow, which some parts potentially getting nearly 10 inches.

Connecticut was also expected to get snow with rain further south.

Read more from weather.com

?Snow will overspread the region tomorrow [Saturday] afternoon. The heaviest snow will occur tomorrow night into Sunday morning, when 1 to 2 inch per hour snowfall rates will be possible,? the NWS said.

?The biggest concern is that this will be a heavy wet snow. This will bring the potential for downed tree limbs and scattered power outages. Untreated roads are also expected to become snow covered and slippery,? the weather service said.

Temperatures were expected to be in the lower 30s with winds of 5-10 mph.

?Anyone traveling in the next 24 to 36 hours should monitor later forecasts and be prepared to modify travel plans should winter weather develop,? the NWS notice added.

NBC.Connecticut.com meteorologist Bob Maxon said the state would also see snow and rain from a weekend storm. He expected up to 4 inches of snow or more in the Litchfield Hills and northeast Connecticut.

Weather.com reported that it expected that an areas from New York City to Philadelphia would ?primarily? see rain.

Record snowfall in Wichita, Kansas, creates havoc at the airport where crews had to dig out a plane stuck on the tarmac. NBCNews.com's Dara Brown reports.

It said it expected 2 to 5 inches of snow in Boston, adding ?the amount of rain versus snow that falls will dictate whether snowfall amounts are on the higher or lower end of this range.?

The storm on Friday hit parts of Minnesota, Wisconsin and Michigan.

In Minnesota alone, the State Patrol said there were 124 crashes during the morning commute, killing one driver and injuring 23, NBC affiliate KARE in Minneapolis reported.

Meanwhile, a storm in the Pacific Northwest was expected to bring strong winds through Saturday and dump 2 to 3 feet of snow on the Cascade Mountains through Monday, the NWS said.

Much of the Midwest is covered in a blanket of white as a massive winter storm has covered parts of Missouri, Oklahoma, and Kansas with over a foot of snow. NBC's John Yang reports.

?Considerable blowing and drifting snow and an increased avalanche risk are expected in the high terrain for portions of the region,? it said.

The NWS issued?winter storm warnings?for parts of Oregon, Washington, Idaho and Utah.

"Period of heavy snowfall" were also expected Saturday in parts of Hawaii, according to another winter storm warning notice. Up to 12 inches were possible at high altitudes in an area including Mauna Loa and Mauna Kea, with temperatures in the mid-20s to mid-30s.

As Hagel Looks to Be Confirmed, How Will He Handle Pressing Issues in Iran and Northern Africa?

Chuck Hagel appears to have secured his confirmation to?Secretary of State, as the?last necessary GOP vote to move his nomination fell through last night when Sen. Richard Shelby of Alabama said he would support his former colleague. Despite a record of?incendiary remarks about Israel, vocal opposition to the 2006 Iraq surge, and a widely-reported poor performance during Senate hearings this month, Shelby summed up Hagel?s now inevitable?ascension?to?Secretary?of Defense ?he?s?probably?as good as?we?re going to get.?

As oppose to rehashing Hagel?s qualifications and Shelby?s let up, the ?Real News? panel Friday discussed the issues abroad that the new Defense Secretary is likely to face?immediately?upon entering office.

International nuclear inspectors said Thursday that Iran has installed new equipment that will double the pace of nuclear fuel production. With Egypt, the administration looks to be using a ?national security? clause to get around the democracy markers Egypt was supposed to meet in order to get aid from the U.S. The president announced today that 100 U.S. military personnel would be deployed to Niger, likely stationed at a new drone base that was just greenlit.

Watch a clip below of the ?Real News? panel discussing these issues with Stephen Yates of DCI Friday:

Iran says it has captured a foreign 'enemy drone'

TEHRAN, Iran (AP) ? Iran's powerful Revolutionary Guard says it has captured a foreign unmanned aircraft during a military exercise in southern Iran.

The official IRNA news agency on Saturday quoted Gen. Hamid Sarkheili as saying that the Guard's electronic warfare unit spotted signals indicating that foreign drones were trying to enter Iranian airspace. Sarkheili, a spokesman for the military exercise, says Guard experts took control of one drone and brought it down near the city of Sirjan where the exercise is being held.

Sarkheili didn't say if the drone was American. He referred to it only as a "foreign enemy drone."

Iran has claimed to have captured several U.S. drones, including a RQ-170 Sentinel advanced drone in December 2011 and at least three ScanEagle aircraft.

Abercrombie Blames GOP Inaction For Looming Sequestration

The Huffington Post has the story. Excerts:

Hawaii Gov. Neil Abercrombie (D) is placing blame for the looming sequester firmly at the feet of Republicans in Congress, saying legislative inaction on their part is putting the nation at risk of severe cuts to defense and domestic spending.

?The whole idea of a representative body is to do legislation,? he said. ?We have people now who don?t want to do legislation.?

Speaking at the annual winter meeting of the National Governors Association, Abercrombie told reporters that the current battles in the Republican-controlled House of Representatives are a follow-up to former House Speaker Newt Gingrich?s work in the 1990s.

?The Tea Party is the son of the Contract with America,? Abercrombie said. ?This ideological approach to government itself, particularly in the House of Representatives, needs to be eliminated. ??

Tyler, Perry lead Songwriters Hall of Fame class

NASHVILLE, Tenn. (AP) ? The Songwriters Hall of Fame is saluting 1970s and '80s rock 'n' roll with its 2013 induction class.

Joe Perry and Steven Tyler of Aerosmith and Mick Jones and Lou Gramm of Foreigner will join the hall of fame this year along with the writers of iconic rock hits "Love Is a Battlefield" and "Heartache Tonight." The ceremony will be held June 13 in New York.

Aerosmith and Foreigner will get the attention here, but inductees Holly Knight, JD Souther and Tony Hatch also have distinguished careers that helped define the sound of rock 'n' roll.

Knight wrote anthemic hits "Love Is a Battlefield" and "Invincible" for Pat Benatar and "The Warrior" for Patty Smyth. She also wrote several songs for Tina Turner, including "The Best" and "Better Be Good to Me," that became standards for the star.

Souther, who has a role on the music-inspired television show "Nashville," had a partnership with The Eagles that spawned several hits, including "Heartache Tonight," ''Victim of Love," ''New Kid in Town" and "Best of My Love."

Hatch made his mark during the British invasion, teaming with Petula Clark on hits like "Downtown" and "My Love" that helped shaped the future of pop music.

Perry and Tyler have survived a sometimes contentious relationship to become one of rock's most successful songwriting teams over the last 40 years. The Rock and Roll Hall of Famers, staples of classic rock radio and pop culture icons, are known for hits like "Sweet Emotion," ''Dream On" and "Livin' on the Edge," and released their 15th studio album last year.

Jones and Gramm are contemporaries of Perry and Tyler who also ruled radio for a time, but they sometimes came at it from a different angle. They could lay down a straight-up rocker like "Jukebox Hero" or "Feels Like the First Time." But they also could slow it down with hits like "I Wanna Know What Love Is" and "Cold as Ice" that helped foreshadow the ballad-driven rock of the late '80s.

Reprogramming cells to fight diabetes

Feb. 22, 2013 ? For years researchers have been searching for a way to treat diabetics by reactivating their insulin-producing beta cells, with limited success. The "reprogramming" of related alpha cells into beta cells may one day offer a novel and complementary approach for treating type 2 diabetes. Treating human and mouse cells with compounds that modify cell nuclear material called chromatin induced the expression of beta cell genes in alpha cells, according to a new study that appears online in the Journal of Clinical Investigation.

"This would be a win-win situation for diabetics -- they would have more insulin-producing beta cells and there would be fewer glucagon-producing alpha cells," says lead author Klaus H. Kaestner, Ph.D., professor of Genetics and member of the Institute of Diabetes, Obesity and Metabolism, Perelman School of Medicine, University of Pennsylvania. Type 2 diabetics not only lack insulin, but they also produce too much glucagon.

Both type 1 and type 2 diabetes are caused by insufficient numbers of insulin-producing beta cells. In theory, transplantation of healthy beta cells -- for type 1 diabetics in combination with immunosuppression to control autoimmunity -- should halt the disease, yet researchers have not yet been able to generate these cells in the lab at high efficiency, whether from embryonic stem cells or by reprogramming mature cell types.

Alpha cells are another type of endocrine cell in the pancreas. They are responsible for synthesizing and secreting the peptide hormone glucagon, which elevates glucose levels in the blood.

"We treated human islet cells with a chemical that inhibits a protein that puts methyl chemical groups on histones, which -- among many other effects -- leads to removal of some histone modifications that affect gene expression," says Kaestner. "We then found a high frequency of alpha cells that expressed beta-cell markers, and even produced some insulin, after drug treatment.

Histones are protein complexes around which DNA strands are wrapped in a cell's nucleus.

The team discovered that many genes in alpha cells are marked by both activating- and repressing-histone modifications. This included many genes important in beta-cell function. In one state, when a certain gene is turned off, the gene can be readily activated by removing a modification that represses the histone.

"To some extent human alpha cells appear to be in a 'plastic' epigenetic state," explains Kaestner. "We reasoned we might use that to reprogram alpha cells towards the beta-cell phenotype to produce these much-needed insulin-producing cells."

'The Invisible War? brings attention to rape in the military

On the Radar

An Oscar nomination is a terrific honor for a filmmaker, but for director Kirby Dick, the recognition means so much more. An Academy Award nomination for "The Invisible War" brings with it more attention to the subject of the documentary -- sexual assault and rape in the U.S. military, and the frequent cover ups.

"Every time there's more attention to this issue, there's more activity in Washington," says the director. "We made this film because we wanted to change things...we wanted the military to do what [it needs] to do to protect the men and women who are protecting us."

A news article first sparked director Kirby Dick and producer Amy Ziering's interest in the subject.

"We started to do additional research, and were amazed to find how many men and women had been sexually assaulted ... over half a million over the last generation," says Dick. "And then we were equally surprised at how covered up it had been."

The director says -- and the documentary reveals -- that the military avoided sexual assault and rape cases, and even tried to hide the problem.

"When the scandals did break, the military's first response was to deny it, then to try to disgrace the victim, then to say it was localized, and they were dealing with it. And they did this over and over and over again," says Dick.

Making this film was difficult. Dick says after most interviews with victims, producer Amy Ziering would walk out crying, and he himself would be enraged.

"These are such patriotic men and women, they really want to serve their country," says Dick. "And then to see them not only sexually assaulted, which is bad enough, when they had the courage to come forward and report, and have the military turn on them, in many ways destroy their lives, that's what was so heartbreaking."

The movie has garnered swift and enormous reaction, especially given that Washington, D.C., usually moves at a glacial pace.

"We never really expected it to move this quickly. [Defense] Secretary Panetta saw the film in April of 2012, two days later he held a press conference announcing very significant changes -- first steps -- but they were very significant," says Dick.

"What's really happening is that the film has become the reference point for this issue in Congress, in the administration, and in the military."

For more of this interview, including what director Kirby Dick says really has to change to end the abuse, check out this week's On the Radar.

PFT: Receiver Austin says he's best player in draft

John ElwayAP

Last year?s draft class of quarterbacks was a unique one, with eight rookies starting at some point in the season, and more than half of them playing well.

But according to Broncos executive John Elway, the rising tide of young quarterbacks is a function of improved play, rather than improved scouting.

Asked if the improved batting average on picking quarterbacks was because the league had learned something, Elway replied simply: ?I think quarterbacks are getting better. . . . We?re getting guys that are much better prepared.?

With the proliferation of 7-on-7 leagues at the high school level (and younger), to the individual instruction most draftable quarterbacks are getting now, there?s a higher level of training that passers are getting, which is raising the bar.

That doesn?t mean teams aren?t going to miss with this year?s crop, especially in a class where many personnel types are talking about the holes in their games, but the floor has been raised.

Of course, Elway still wants to see the intangibles in any passer he?s considering. He offered input to the league on the new personality test that was created to supplement the Wonderlic.

He said he was asked what he wanted to see measured, and he told the test-makers he?d wanted to see if they could gauge competitiveness.

Granted, he hasn?t seen the test to see how that manifested itself, and it seems no one has.

But as years pass, that too will be taught to the quarterbacks coming in, extending the cycle of preparedness.

Isaiah 53 as Israel: the contention

His most recent reply is this:

Below is an analysis of Isaiah which I hope will open your understanding that it is not about Jesus and will answer your post completely without going through each point.

Here is the context of Isaiah and who the servant is.

1. ?But you, Israel, are my servant, Jacob whom I have chosen.? (Isaiah 41:8-9)

2. ?Yet hear now, O Jacob My servant and Israel whom I have chosen.? (Isaiah 44:1)

3. ?Remember these, O Jacob, And Israel, for you are My servant, I have formed you, you are My servant.? (Isaiah 44:21)

4. ??for Jacob My servant?s sake, and Israel My elect.? (Isaiah 45:4)

5. ?The Lord has redeemed His servant Jacob.? (Isaiah 48:20)

6. ?You are My servant, O Israel, in whom I will be glorified.? (Isaiah 49:3

The context is set all thru Isaiah as you can see the servant that Isaiah speaks of is Israel.

ISAIAH 52: ?Behold, My [God?s] servant [Israel] will succeed; he [Israel] will be exalted and become high and exceedingly lofty. Just as multitudes were astonished over you [Israel] ?so will the many nations [exclaim about him [Israel] and [Gentile] kings will shut their mouths [in amazement] for they [Gentiles] will see that which had never been told to them [Gentiles], and will perceive things they (Gentiles] had never heard.? (Isaiah 52:15)

ISAIAH 53:3: ?He [Israel] was despised and isolated from men, a man of pains and accustomed to illness [not grief]. As one from whom we would hide our faces; he was despised, and we had no regard for him.?

ANALYSIS: ?He? [the Jewish People] was subjected to 2000 years of antiSemitism, ?despised,? and forced to live in walled ghettos in Europe ?isolated from men? and ?we ? [Gentiles] had no regard for ?him? [the Jewish People].

ISAIAH 53:4: ?But in truth, it was our ills that he bore, and our pains that he carried-but we had regarded him diseased, [not sorrows] stricken by God, and afflicted!?

ANALYSIS: The Gentiles admit that it was ?our? [the Gentiles] ?ills and pains? that ?he? [the Jews] bore. The Gentiles regarded the Jews cursed by God and ?diseased, stricken, and afflicted.? Clearly, Jesus was not ?accustomed to illness, diseased, stricken or afflicted.?

ISAIAH 53:5: ?He was pained because of our rebellious sins and oppressed through our iniquities; the chastisement upon him was for our benefit, and through his wounds, we were healed.?

ANALYSIS: ?He? [the Jewish People] ?was pained? [suffered] because of ?our? [the Gentiles] rebellious sins and ?he? [the Jewish People] was ?oppressed? by ?our? [the Gentiles] ?iniquities? [sins]. The Gentiles believed that the suffering of the Jewish People was deserved because the Jews rejected and killed Jesus but his death redeemed their sins. ?We? [the Gentiles] believed that they were ?healed? [justified] ?through his [the Jewish People?s] wounds? that the Gentiles inflicted

Architects win $38m Kuwait University deal

Architectural firm KEO International has said it has designed a new college at the University of Kuwait in a contract worth $38m.

The company said in a statement that it has designed a new 27,000 sq m Institute for Science and Technology that will accommodate 1,500 students.

The project is part of the university's expansion plans which has seen it add a College of Architecture, the Department of Architecture at the Faculty of Engineering and Petroleum and the Design Department at the College for Women in recent years.

The new KEO-designed campus will include three-storey wings housing the administration, academic faculty, classrooms, academic support, and laboratories.

Two 220-seat lecture halls and one larger 520-seat lecture halls will also be included in the design, KEO International said.

Raj Patel, design director at KEO International Consultants, said: "The inspiration for the project stemmed from the site's natural desert scape located outside the urban fabric of the city.

"The entire campus has been appropriately coloured in sand tones emphasizing a horizontal movement similar to the shifting plane of the desert landscape."

The Vienna, Austria-based Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) runs the International Monitoring System made up of infrasound stations. Infrasound is low frequency sound with a range of less than 10 Hertz. Humans cannot hear the low frequency waves that were emitted by the?meteor blast over Russia?on Friday (Feb. 15), but they were recorded by the CTBTO?s network of sensors as they travelled across continents.

When the space rock detonated, the blast was detected by 17 infrasound stations in the CTBTO?s network that track atomic blasts across Earth. The furthest station to record the sub-audible sound was some 9,320 miles (15,000 kilometers) away in Antarctica.

Huge infrasound event

Prior to the Russian meteor event, the largest infrasound event registered by 15 stations in the CTBTO?s network was the October 2009 meteor explosion (called a bolide) over Sulawesi, Indonesia. [See video of the intense meteor explosion]

In a CTBTO statement discussing the Russian bolide, Pierrick Mialle, an acoustic scientist for the group said:? "We saw straight away that the event would be huge, in the same order as the Sulawesi event from 2009. The observations are some of the largest that?CTBTO's infrasound stations?have detected."

The Russian meteor blast picked up by the detectors is not a single explosion, Mialle said. Rather, it is burning, traveling faster than the speed of sound. "That's how we distinguish it from mining blasts or volcanic eruptions," he said.

Mialle said that scientists around the world will be using the CTBTO's data to better gauge the object's breakup and discern more about the object's final altitude, energy released and how the meteor disintegrated.

Micropressure changes

There are currently 45 infrasound stations in the CTBTO's network that measure micropressure changes in the atmosphere generated by infrasonic waves. Infrasound is one of the technologies used in the CTBTO?s network of sensors to monitor the globe for violations of the?Comprehensive Nuclear-Test-Ban Treaty?that bans all nuclear explosions.

Infrasound has been used as part of the CTBTO's tools to detect atomic blasts since April 2001 when the first station came online in Germany. Data from the stations is sent in near real time to Vienna, Austria, for analysis at the CTBTO?s headquarters. Both the raw and analyzed data are provided to all Member States of the CTBTO.

CTBTO Member States have spent $1 billion on setting up the CTBTO verification regime.

Just days before the meteor explosion over Russia, the CTBTO's seismic network detected a seismic event in North Korea. That event on Feb. 12 measured 4.9 in magnitude. Later that morning, North Korean officials announced that the country had conducted a nuclear test. The event was registered by 94 seismic stations and two infrasound stations in the CTBTO's network.

US Senator Rubio discusses Syria during Israel visit

Republican Party's rising star Marco Rubio says US hopes to learn from Libya experience and empower one single force that can take over from Assad

Reuters

The United States must ensure that a new Syrian leadership is well armed and can run the country after the fall of President Bashar Assad, US Senator Marco Rubio said on Thursday.

?

The Florida Republican, who is seen as a rising star on the right flank of his party, and who gave the Republican response to President Barack Obama's State of the Union address, spoke about Syria and Iraq during a visit to Israel.

"Our hope is to continue to ... (identify) responsible actors that will be responsible not just in this conflict but in the aftermath of this conflict and empower them so that they will become the best-organized, the best-funded, the best-armed, the best-equipped and the most capable post-Assad force on the ground in Syria," Rubio, 41, told a news conference.

?

He added that there should not be a repeat of the situation in Libya where rival militias wreaked havoc because no single force had been supported to take control after the fall of Muammar Gaddafi.

?

"Our hope is to learn ... from the Libyan experience where that didn't happen. We had all these dispersed militias (which) to this day have not come under central control," Rubio said.

?

Prospects of a negotiated peace in Syria have receded as the war becomes more overtly sectarian, making Western powers more wary of supporting the largely Sunni Muslim, and increasingly radicalized, rebellion.

After almost two years of unrest and civil war, some 70,000 people have been killed across Syria. The bloodshed has devastated the economy and left 2.5 million people hungry.

?

Rubio was an active campaigner for Mitt Romney's failed bid to unseat US President Barack Obama, who won a second term in November.

?

Rubio nevertheless spoke in support of Obama's upcoming trip to the region towards the end of March and said there was cross-party support on foreign policy issues.

?

"I think what's most important about the President's visit is that he'll send a very clear signal that despite our many differences on many issues in the United States, there is a clear bipartisan support for a number of principles in foreign policy," Rubio said.

?

He outlined those issues as the perceived Iranian nuclear threat, the security of Israel and peacemaking with the Palestinians.

Neighbours Break Into Porirua Childcare Centre After... | Stuff.co.nz

JODY O'CALLAGHAN AND SHANE COWLISHAW Anton Stapp

CRAIG SIMCOX/Fairfax NZ

TO THE RESCUE: The childcare centre's neighbour Anton Stapp heard the baby crying.

Neighbours had to break into a Porirua childcare centre to rescue a crying baby who had been left behind after the centre closed.

The 9-month-old boy was left alone in his cot at the Samoan Early Education Development Services (Seeds) centre when it closed at 5.30pm on Wednesday.

About an hour later Anton Stapp, whose driveway is next to the Maher Place centre in Porirua East, came out of his house and heard the baby crying.

"I sort of left it for a couple of minutes because I'm used to them crying," he said yesterday.

"Then I realised it was a bit late and there were no cars around. I was a bit shocked, in disbelief."

He tapped on the window, and saw the baby go quiet. "He was lying in a cot."

When another neighbour joined him, he hoisted her through a window that had been left ajar.

At that point the child's mother and grandmother turned up. "Mum was a bit emotional, a bit panicky when she first showed up," Mr Stapp said.

He thought the "young fella" had been alone for between 40 minutes and an hour.

Seeds manager Tolo Pereira said she was "gutted at what happened", and the incident was being investigated. "Staff did not know until this morning, when the family came in."

The Ministry of Education is working with Seeds on the investigation. The ministry visited the site, and the boy was back in the centre's care yesterday after talks with the family.

"The little baby is very dear to us," Ms Pereira said.

"It is absolutely serious and we have acknowledged it, and with the appropriate people. We're not denying that we've failed the family."

Ministry group manager of early childhood education Karl Le Quesne confirmed a complaint had been received and that the ministry had visited the centre to investigate, and ensure the safety and wellbeing of children there.

Senior Sergeant Justin Rakena said police received a call from the neighbour at 6.34pm, but no officers attended because the mother arrived soon after, and the baby was safe.

Police would investigate further only if the parents made a formal complaint.

The centre is one of three Seeds centres in Porirua, which are privately owned providers of Christian and Samoan language-based care and learning for children aged up to 5.

The Maher Place centre was the first, opening in February 2003. Another opened in Waitangirua in August 2009, and the third in Elsdon in February 2011.

Of the six staff members listed on the company's website as working at the Maher Place centre, four have an early childhood qualification.

Gunmen attack Indonesian military chopper in Papua

JAYAPURA, Indonesia (AP) ? Unidentified gunmen shot at an Indonesian military helicopter in the restive province of Papua on Friday as the crew was trying to evacuate the bodies of eight soldiers killed in attacks the day before.

Three crew members were wounded in Friday's attack on the Super Puma helicopter, which was forced to abort its mission and rush the injured to a hospital, said Lt. Col. Jansen Simanjuntak, an army spokesman.

Eight soldiers were killed in two separate attacks in the area on Thursday. The area is a stronghold of separatists who have battled Indonesian rule in the impoverished region for more than 40 years.

In the deadliest attack Thursday, about 20 assailants armed with guns and machetes attacked a group of soldiers walking to Ilaga Airport in Puncak district to collect communication equipment, killing seven, Simanjuntak said.

Two civilians also were shot in the attack, but their fate was unclear, he said. He said earlier that the two had been killed.

About an hour before that attack, gunmen stormed an army post in Tinggi Nambut, a village in neighboring Puncak Jaya district, and fatally shot one soldier and injured another before fleeing into the jungle, Simanjuntak said.

Indonesian military spokesman Rear Adm. Iskandar Sitompul said the same group was responsible for both attacks.

"They are believed to be old players who always try to disturb the situation there," Sitompul said in Jakarta, the capital.

Simanjuntak identified the assailants as members of a local separatist group led by Goliat Tabuni.

Senior Security Minister Djoko Suyanto said the incidents were "very irresponsible acts by the armed groups in Papua," adding that "the government very strongly condemns such brutal incidents." He said the perpetrators would be captured and prosecuted.

The former Dutch colony of Papua in the western part of New Guinea was incorporated into Indonesia in 1969 following a U.N.-sponsored ballot of tribal leaders that has since been dismissed as a sham. A small, poorly armed separatist organization known as the Free Papua Movement has battled for independence since then.

Fox News co-host under fire for rape remark

A Fox News co-host is facing a backlash for questioning the prevalence of rape on college campuses.

?When was the last time you heard about a rape on campus?? Bob Beckel, a liberal co-host of Fox News' "The Five," asked his four colleagues on Tuesday's show.

?What are you talking about?" co-host Eric Bolling responded. "It?s rampant."

?In particular, date rape on campus,? co-host Dana Perino added.

In 2010, the Department of Justice estimated that 25 percent of college women "will be victims of rape or attempted rape before they graduate within a four-year college period." It also noted that women "between the ages of 16 to 24 will experience rape at a rate that's four times higher than the assault rate of all women." And, it said, schools with more than 6,000 students "average one rape per day during the school year.?

According to New York University's "National Statistics about Sexual Violence on College Campuses," fewer than 5 percent of such cases are reported to law enforcement.

The Fox roundtable was discussing a proposal to ban concealed weapons on Colorado campuses. In his argument on the state House floor supporting the ban, Democratic Colorado Rep. Joe Salazar had said: ?It?s why we have call boxes. It?s why we have safe zones. That?s why we have the whistles, because you just don?t know who you?re going to be shooting at. And you don't know if you feel like you're gonna be raped, or if you feel like someone's been following you around or if you feel like you're in trouble when you may actually not be, that you pop out that gun and you pop ... pop a round at somebody."

Salazar's comments drew the ire of conservatives, comparisons to failed Senate candidate Todd Akin and the mocking #LiberalTips2AvoidRape hashtag on Twitter. (The hashtag itself sparked a backlash among those who found its rape jokes offensive.)

"It is so enormously inappropriate to assume that a woman that is trained and has a concealed-carry permit will just pop off," Republican Colorado Rep. Lori Saine had responded on the House floor. Salazar, a freshman lawmaker, later apologized.

Beckel's comments were met with similar criticism. Twitchy.com, the website operated by conservative blogger Michelle Malkin, called Beckel a "cretinous misogynist."

"Vomit," Malkin herself tweeted.
